Climate-Neutral Cities Network (İNŞA)
Marmara Municipalities Union (MMU) has undertaken the national coordination of the City Expert Support Facility under the NetZeroCities programme, implemented within the framework of the European Union’s “Climate-Neutral and Smart Cities Mission.” Through this initiative, MMU aims to foster knowledge exchange, collaboration, and capacity development mechanisms that support municipalities in their transition toward climate neutrality.
Climate-Neutral Cities Network (İNŞA) of Türkiye has been established to bring together both leading and newly engaged municipalities on a common transformation path toward a climate-neutral future through a comprehensive capacity-building and networking program.
İNŞA represents the first national community in Türkiye designed specifically for municipalities under the City Expert Support Facility. It provides local governments with access to the knowledge, guidance, and peer-learning opportunities they need throughout their climate-neutrality journey.
In this process, MMU acts as a facilitator—supporting municipalities in aligning their efforts with the European Green Deal objectives and fostering collaboration, capacity development, and knowledge exchange at the national level.
Participation and Implementation
İNŞA was launched through an open call process coordinated by MMU. As a result, 54 municipalities of various scales, regions and provinces have joined the network.
Participating municipalities are categorized under two groups:
Accelerators: Municipalities with advanced climate action plans that are part of the NetZeroCities ecosystem as Mission or Twin Cities, aiming to accelerate their transformation toward climate neutrality.
Newcomers: Municipalities initiating or in the early stages of developing their climate action planning processes.
Throughout the program, municipalities will:
- Receive MMU Mentor support,
- Participate in thematic learning modules,
- Engage in intercity knowledge exchange sessions,
- Develop institutional action plans toward climate neutrality.
The network was officially launched at the Marmara Urban Forum (MARUF25) organized by MMU, marking the establishment of Türkiye’s first national platform for climate-neutral transformation.

Expected Impacts and Outcomes
By the end of the program, İNŞA is expected to enable municipalities to:
- Their institutional capacity, planning, and monitoring systems in the transition toward climate neutrality
- Adopt a framework aligned with the NetZeroCities approach in local data management, target setting, and action planning processes
- Establish a lasting network of knowledge exchange and cooperation among municipalities
- Enhance the national visibility of the climate-neutral cities approach in Türkiye.
Through its facilitation role, MMU aims to establish a sustainable transformation network that supports municipalities in Türkiye on their pathway to climate neutrality.
