Marmara Municipalities Union Joins the Local and Regional Governments Time Network

Marmara Municipalities Union (MMU) has joined the Local and Regional Governments Time Network, with the aim of supporting the expansion of time policies and engaging in knowledge exchange with local governments that advocate for the right to time.

Established in 2021 by the Time Use Initiative (TUI) and based in Barcelona, Spain, the network brings together cities and regions committed to rethinking the use of time in society to improve citizens’ quality of life and ensure equitable access to time. It promotes the exchange of knowledge on time policies across municipalities and supports fairer and more sustainable time use at all levels of society.

The network emphasizes the development of time policies in response to time poverty, particularly affecting women, youth, and low-income groups. These policies aim to create more inclusive solutions in areas such as work-life balance, care, leisure, participation, and rest.

Key activities of the network include:

  • Sharing knowledge and best practices on time policies
  • Supporting visibility, advocacy, and the development of time-rights-based policies
  • Providing guidance in policy design, implementation, and evaluation
  • Enabling the development of joint projects at the local and regional level
  • Publishing the Local and Regional Time Agenda (LRTA) annually to compile good practices
  • Promoting successful practices globally through the World Capital of Time Policies title

With members including Barcelona, Milan, Buenos Aires, and Bogotá, the network defines the right to time as a core principle of human well-being and social justice. Institutions wishing to join the network are expected to sign the Barcelona Declaration on Time Policies.
